I have to acknowledge the receipt of Your Excellency's Despatch of the 2nd Nov. last, informing me that the late Secretary for War had directed Plans & Estimates to be prepared for the erection of Barracks at Kowloon on a Spot recommended by you for that purpose when the Peninsula was first ceded to the British Govt., and that you had directed Lieut. C.A. Mann, R.E. to carry out this duty.
Since the date of your recommendation to the Secretary for War, Kowloon has, as you are aware, been ceded to the British Crown to form part & parcel of the Colony of Hong Kong; & under the Royal Charter the power of appropriating the Crown Lands of the Colony is vested in the Governor alone.
I shall, however, take no steps for disposing of any portion of the newly acquired territory until the requirements of the Military & Naval Services have been fully considered; & I shall be glad therefore to receive from Your Excellency a
